I see that it "partially supports" and evidently that partially is that it doesn't handle steps very well as is evident in my question.

input type number is not fully supported in IE10(not supported in IE9 and below) as it it supported in FF or Chrome.

My goal was to maintain min-max, number validation, and allow a decimal/float value to be submitted to the form. This accomplishes that for me. The stepper in chrome increments by 1 which will suffice as well.

To allow number input types in IE10 to use decimals, you can use the "any" value for step which will change it from the default of "1". http://dev.w3.org/html5/markup/input.number.html
